تعرفه در معماری؛ از عدد تا ارزش طرح

یکی از چالش‌های جدی در حرفه معماری ایران، نبودِ نظام درست ارزش‌گذاری برای طرح است. آنچه امروز در تعرفه‌های رسمی نظام مهندسی تعریف می‌شود، عموماً بر مبنای متر مربع و نوع کاربری است، اما این عدد هیچ نسبتی با کیفیت طراحی، میزان تفکر، زمان صرف‌شده، و مسئولیتی که یک معمار حرفه‌ای بر دوش می‌کشد ندارد. وقتی نظام مهندسی به عنوان مرجع رسمی، عددی ثابت برای طراحی تعیین می‌کند، عملاً جای تمایز میان طراحی خلاق، تحقیق‌محور، یا برند‌شده از طرح‌های سطحی و تکراری را از بین می‌برد. در نتیجه، نه معمار انگیزه‌ی ارتقا پیدا می‌کند، نه کارفرما درک درستی از تفاوت سطح کار دارد.

اما واقعیت این است که ارزش طرح، باید فراتر از متر مربع و آیین‌نامه تعریف شود. طرحی که نتیجه‌ی تحقیق، ایده‌پردازی، شناخت بستر فرهنگی و اقلیمی، و همراهی تا مرحله‌ی تحقق است، نمی‌تواند با طرحی که صرفاً پلان تکراری ارائه می‌دهد در یک سطح قیمت‌گذاری شود. همان‌طور که در دنیا، خدمات معماری در چند سطح تعریف می‌شود.از مشاوره‌ی اولیه و طراحی مفهومی تا طراحی اجرایی و نظارت کیفی—در ایران نیز نیاز به این طبقه‌بندی احساس می‌شود.

پیشنهاد این است که تعرفه‌ها در چند سطح استاندارد بازتعریف شوند:

۱. سطح پایه: طراحی پلان و نقشه‌های اجرایی استاندارد (مطابق تعرفه نظام مهندسی).
۲. سطح حرفه‌ای: شامل کانسپت، مدل‌سازی سه‌بعدی، انتخاب مصالح و مشاوره‌ی زیبایی‌شناختی.
۳. سطح برند یا ویژه: طراحی ایده‌محور با هویت معمار، نظارت کیفی تا اجرا، و همراهی در مراحل فنی و رسانه‌ای پروژه.

این بازتعریف نه‌تنها عدالت حرفه‌ای را برقرار می‌کند، بلکه باعث رشد سلیقه‌ی عمومی و ارتقای کیفیت ساخت‌وساز در کشور می‌شود. ارزش طراحی، باید با میزان تفکر و تأثیر آن در جامعه سنجیده شود، نه فقط با متراژ و عدد.

Architectural Fees: From Numbers to Design Value

One of the most critical challenges in Iran’s architectural practice is the lack of a fair system for valuing design work. The current fee structures, as defined by the Engineering Organization, are based mainly on square meters and project type. Yet these numbers fail to reflect the depth of design thinking, the time invested, or the professional responsibility architects carry. When a single official tariff applies equally to all, the distinction between a creative, research-based design and a repetitive standard plan disappears. Neither architects feel motivated to push boundaries, nor clients learn to appreciate quality

True design value must go beyond measurement and regulation. A project shaped through cultural understanding, material research, and conceptual depth cannot be priced the same as a simple technical drawing. Globally, architectural services are categorized into several stages—from conceptual design to detailed development and construction supervision—and Iran needs a similar layered system

We can propose three levels of design valuation

Basic Level: Standard plans and construction documents (based on engineering tariffs)
Professional Level: Conceptual design, 3D modeling, material selection, and aesthetic consulting
Signature Level: Concept-driven design reflecting the architect’s identity, full project supervision, and media involvement

Reframing the fee system in this way restores professional fairness and helps elevate both public taste and construction quality. The worth of a design must reflect its intellectual and cultural impact not merely its square footage
